A labour agreement is a formal deal between an employer (or a whole industry or region) and the Australian Government, allowing sponsorship of overseas workers when the local labour market genuinely can't fill a role and the standard visa programs don't cover it. Agreements typically run for five years and can be used to grant the Skills in Demand visa (subclass 482), the Employer Nomination Scheme visa (subclass 186), and the Skilled Employer Sponsored Regional (Provisional) visa (subclass 494).
There are three types: industry labour agreements covering ten set sectors (including aged care, dairy, fishing, horticulture, meat processing, and hospitality), Designated Area Migration Agreements (DAMAs) covering defined regions, and company-specific agreements for individual employers with a unique need. A DAMA works in two layers: an overarching five-year deal between the Government and a regional body (such as a state government, chamber of commerce, or regional development office), and then individual employer agreements made under that regional deal's terms. Employers must first get endorsed by the relevant regional body (for a DAMA) before lodging their labour agreement request, and must show they've genuinely tried to recruit an Australian or permanent resident first.
